Capita Fire and Rescue (CFR) today announces the appointment of Dominik Wellmann as Managing Director, integrating CFR and the Capita-run Fire Service College under the same leadership.

In this expanded role Dominik, who has led the Fire Service College in Moreton-in-Marsh since September 2020, will bring Capita’s fire and rescue capabilities together to continue to reduce fire risk for clients and customers in the defence and fire and rescue sectors.

Dominik has extensive experience in the provision of fire and rescue services, including overseeing the delivery of national resilience training to more than 10,000 international emergency service learners each year at the College. He has in-depth expertise in delivering corporate strategy and business growth.

Dominik Wellmann, Managing Director, Capita Fire and Rescue, said: “This is a really exciting time for Capita Fire and Rescue.

“I am incredibly proud to be taking on this expanded role, as we look to build on our expertise in delivering fire and rescue services, transforming firefighter training, and reducing fire risk.

“We are focused on continuing to harness industry best practice, learning from experience and effectively deploying the niche skills of our people, to help meet the needs of our clients.”

His appointment follows CFR taking on responsibility for fire and rescue response at the Defence Science and Technology Laboratory (DSTL), Porton Down, with 23 firefighters having TUPE transferred to Capita on September 1.

Capita will work with Defence Fire and Rescue and the Head of Establishment at Porton Down to introduce digital technology, improve safety and manage firefighter training at the critical site.

The expansion of the Defence Fire and Rescue Project (DFRP) contract to include Porton Down builds on two successful years of operation. Throughout 2021, Capita Fire and Rescue has continued to deliver new firefighting vehicles, including Oshkosh High Reach Extendable Turret (Strikers and Angloco Multi-Purpose Response Vehicles. So far 108 of these vehicles have been delivered to 26 sites, including to RAF Akrotiri in Cyprus and RAF Mount Pleasant in the Falkland Islands.

Richard Holroyd, Managing Director for Capita’s Defence, Fire and Security sector, said: “The addition of Porton Down to our operations is a signal of the MOD’s trust in our ability to deliver critical support services.

“Bringing together the world-leading talent of the Fire Service College with our outstanding operational delivery in Capita Fire and Rescue under Dominik’s leadership will consolidate our expertise and enable us to deliver for our clients more effectively.”

Capita has also delivered an unbroken two-year run of key contract performance measures on the DFRP contract, responded to over 3,000 incidents, and delivered training to more than 1,200 delegates since defence training was successfully transferred to the Fire Service College in 2020.
